Because Roger Jr. on his own would be the most broken thing ever. At his height, both Highs AND Mids won't hit him. Not everyone has Lows are quick enough to consistently pressure him(much less launch him), so Namco put Mrs. Roger in.

I just started browsing Tekken videos yesterday. If that kangaroo is a playable character these games are AWESOME.
