Something does not look right at all. It looks like you forget to use a filter or something? And maybe the wrong film stock. The lab should not be transfering it to DVD anyways. It causes lot of compression and makes it look TERRIBLE. Only transfer to tape. If your film instructor told you to transfer to DVD, he should be fired. Find a new teacher.
