No, this is basque language, comes from Maghreb, it's a kind of an arabized berber language imported during the invasion of Italy by Hannibal. It's spoken in Nothern Spain, close to Africa.

Genetically yes they are, because the ancient inhabitants of Great Britain were of the same branch as ancient basques, but Great Britain was occupied by celts who mixed with those britons and together made brythonics. The welsh language is celtic, and so their old culture, although probably influenced by ancient britons. By the way Galatians were celts from the east (not sure if the balkans or Turkey), so welsh people have never been called galatian.
