Piracy and other illegal activities thrive in the lawless environment of failed states. To find solution, root causes of the problem must be fully addressed first. Arming the ships will substantially increase their insurance rates, and it's probably not a good idea that cargo ships be involved in battles in high seas. In such scenario, pirates will become more daring, demand larger ransom, and might eventually spread to other failed states in other parts of the world.

The people in that corner of the world have suffered tremendously. Their sea has been used as a dumping base for all sorts of toxins. They suffered from over-fishing (main source of income exploited) and eventually began to fight the illegal activities taking place. That created what the locals refer to as "coast guard," otherwise known as "pirates". As in the past, only a stable Somalia and its own govt, is the ultimate solution. And probably cheapest/safest. I love Ron Paul, and he is by far my favorite politician. However, I am becoming increasingly frustrated with his foreign policy. We don't live in an 18th century world, where it takes months to travel across seas. I just don't think foreign policy is as simplistic as we want to think it is. And it isn't as diabolically calculated as we want to think it is either.
