There are different values in morality. In order to do truly inhuman things to another person, one must stroke the morality values of another sense in order to overcome the value of the others life. Generally speaking 'conservatives' have higher values placed on parts of morality associated with purity, and group loyalty. Hence the use of key words such as "reagan, god, patriotism, US" so on. It is just trying to stoke up feelings in order for the listener to associate McCains words as Moral.
