However, making cannabis butter (THC is soluble with fat cells) is extremely difficult and requires a kitchen and a stove. If one just eats weed, they get no effects what so ever.

I think it should be extremely difficult for the state to take such action-- and this story of pot in the shoe doesn't rise to that level. If it were coke or meth, then maybe. But not pot. The woman should get probation.
