I think maybe there was a big misunderstanding. I think the elf is a little slow mentally perhaps, and communicates differently from others. Dynamite can also be a slang term meaning "wonderful, fabulous, fantastic" etc. Maybe he was saying his bag was filled with terrific stuff, meaning his costumes? I think charging him is an over-reaction. But I do think maybe they need to ensure he's getting all the help he requires.
