@pechannnnnn maybie is was still working on. because reach was the unsc's developing place and when reach was distoryed everthing else was ditched but the spartan lazer. so halo 1 and 2 the unsc was working on the spartan lazer when in halo3 they finished the spartan lazer and don't you see how when you shoot the spartan lazer in reach it is very weaker but in halo 3 its stronger.
