Gouken's not cheap at all. His back throw makes up for his hurricane kick that leaves him expose if it misses.

Sagat's the cheap one. Too much range in all direction and his moves are overpowered.

Negative, Sagat is not cheap. Ryu and his clown clone are. A very easy way to counter sagat is crouch block. There is literally nothing he can do. HOWEVER. If you are against a Sagat that is projectile spamming, then yes that is cheap and the player is bad, but just like a Ryu projectile spammer. Most good players don't projectile spam.
