They're just not so loud that you need hearing protection most of the time, all a suppressor really suppresses is the muzzle flash, and kind of suppresses the sound of the bullet. It's impossible to completely silence a gun like in videogames. .22 LR round is 160 dB, Rock concerts are about 120-140 dB. Suppressed .22 LR is about 130-145 dB

I shoot them all the time without hearing protection in the military and can tell you firsthand it's a lot lower in volume than a rock concert. While, yes it's significant, the gun is still much MUCH louder than a cough.

A rock concert is anywhere between 120-150 dB. So yes, suppressed gunfire is about as loud as a rock concert, EVEN AT SUB-SONIC. The shot may not seem quite as loud because it's over pretty quickly, but it IS as loud, sometimes louder, than a rock concert.
