What is all that movement? Is this the current or do they move about like that. I like it very much, curious though is there a reason for no fish?

the movement is from a small rotating pump on the left side. about the the fish, whatever fish I put in die in few weeks, only a maron but too big after years.. moved it to my fish tank. I think somehow it's very poisoness inside.
