saw these at conesus a couple summers ago about 50 feet from shore. thought it was a lake monster at first too but then watched them appear at the same time of night each night and eventually saw that they were some type of land animal swimming out from shore for either a swim or some food lol

Its a bufflehead. They dive down to get food and small fish towards the bottom.
