The 1st thing is this.. Paul did not lie. You have to understand the context of the scripture. Verse 3 points out that Paul is talking about those who believe the word and those who dont believe. In verse 5 Paul says "I speak as a man" which means .. a man might say the following..

Rom 3:7 For if the truth of God hath more abounded through my lie unto his glory; why yet am I also judged as a sinner?

In other words a man might say If i lie and God still gets the glory, Why is he mad at me?
