no I doesn't work.. cmd is denied by the firewall, not a good choice for school system for example but classic and acceptable for others...

it's a built in windows command to create a user, however you need to have admin rights in the first place.

What he failed to mention was his account he was using was already an administrator of the machine, hence no errors when creating a user account via cmd line.
