The problem is that the Americans left everything up to NATO and pulled out to go fight in Iraq. The U.S. was more concerned about carrying out it's economic interest rather than fighting "war on terrorism". After so many years of constant warfare in Afghanistan that has been going on a lot longer than Iraq can you blame the people for losing patience and not wanting "surge" of American troops. The logic does make sense that where ever the Americans go Al-Qaeda will follow.
