Anti aircraft fire brought the plane down before it reached its military target. The fault is the Sri Lankan governments.
There are also reports that most casualties were from tracer bullets falling on civilians.

People shouldnt blame LTTE for killing a child when they didn't target the child. The target was the military base and the government interfered resulting in a child's death. Government's fault.

According to Tamil Net the attack was successful. It was supposed to be a suicide attack. So the Target was actually the Tax department and a Farm? This is a huge attack against The Sri lankan Taxation System and Farming Industry? I think Ltte is getting bit retarded now.
