If you ask me, an "ippon" throw should always lead directly to a pin. Regardless of technique. BJJ has a great rule, in that they don't score the throw unless you get the guy on his back for more than 3 seconds. Simple rule that will make people focus on technique rather than wrangling the guy to the ground.

no it is not illegal..as all he is doing is letting the guy try to get his high grip but making him go to far....really ducking under a grip is while you are standing in shisen hon tai migi or hidari and trying to duck under which could cause damage to their arm....correct me if i am indeed wrong.

I am not sure you are right. I saw a clarification which showed in what circs you would not be penalised. Counters was one exception
