The first stage goes off first launches the multy stage rocket in the air. The force of the first stage sets off the second stage while shooting up in the sky which then sets off the third stage then the fouth stage to give the rocket on the top a lot of speed into the sky.
But the third and forth stage didn't work propley and simply stage together, this added more weight to the rocket so didn't go as high as it was soposed it. If all the stages worked only the cone and the fouth stage on the top would shoot up in the air. The other 3 stage would be blasted to the ground.
