Our Vizsla does the same thing, but puts her paw on you like she's tapping on your shoulder saying, "excuse me? um.. excuse me?  can you pay attention to me, please?"

haha...must be a v thing...ours does that too...only she generally has a toy (tennis ball) in her mouth as she talks...wanting you to throw it...
