It is indeed impossible. When the oblivion crisis ended, it was the turning of an era, The 4th era.When skyrim begins it had just started the 201st year of the 4th era. That would have to mean the cicero would be at least over 201 years old and had followed the "grand champion" for 187 years.

The reason he posed as an adoring fan is because before he became the keeper of the Night Mother, he would dress up accordingly to fool his black sacrament targets. His last contract was on a jester, who was smiling and laughing when Cicero killed him. Cicero became obsessed with this because it was his last contract, and he has become that persona.

In his other books you also see that the reason he is a jester is due to the last person he assasinated being a jester who laughed in the face of death. I guess I still had my bounty for running away from that ghost mission and killing everyone in sight as I came out,
