It pays for public services, govern. programs, etc. So I really don't understand the difference between any time in the past and now. And the reason it's way different is that Socialism is the theory that government runs everything, from capital to production. Social liberalism is the belief that the government should play a role in economic and social issues while at the same time expanding civil liberties.
