Well, that usually happens if the original has really dark hair. It only ends up really white if the original has light hair. If you want, you can rasterize the levels layer then duplicate it and set the layer mode to overlay or soft light and lower the opacity. I think that will make it look more white.

Use the burn tool and go over it a couple times. That should fix it up.

There is an easier Way to do the black hair!
1.select the hair with Polygon Lasso tool
2.then select the brush tool
3.change the color to black
4.change the brush mode to color
5.color all the selected area with the brush
6.change the brush mode to darken(or multiply)
7.Open a new layer
8.Color the selected area(it should now be a solid black)
9.Now lower the master opacity until your shade of black is reached.
