Well to do a Tom Waits first of all you need some shoes with holes in the soles, and a crumpled shirt that has never been ironed, and a pork-pie hat with a satin band that has become discolored with sweat, and a old black suit covered in cigarette ash and soup stains... so you can get into character by wearing all of that stuff... but after the performance is over then you want to get out of those duds as quickly as possible.
I put a link to the Blind boys of alabama version in the side bar. I like their version better than the original Tom Waits which is a bit dark and menacing.
I like Waits version because it is dark and menacing, although the other is very good too. Great video with this and really nice cover of this song too. The go together very well.
I gargled with razor blades... no that is not true... it was broken glass.
In actual fact I was trying to do a Tom Waits impression as I did on my "Bluebird in my heart" video where there was no manipulation but on this one I used the "megaphone" filter in garbage-band.

Apparently the song was the theme tune for a TV series called "The Wire" and each series had a different performer doing the song.
Blind boys of Alabama, Tom Waits, The Neville Brothers, Baltimore Boys Choir, Steve Earle. Each of them played the song in a different key.
The chords I used were from Ukulele Hunt. I have put a link in the sidebar if you are interested.
