Of course it shouldnt be a bug, its all depending on what triangletile you choose to move, if he/she would have picked the other one to move instead he/she would have gotten the triangletiles differently. Its not hard to swap them in the corner or as the last step if people prefer to have it exactly as the picture is shown. The picture is only there to show how the tiles should end up to get the big lock to fit, no matter the marks on them.

In fact, even if the position is reverse for each pair, you can still get "well done". I think it should be a bug. Or, the authur want to make it not too hard.
About the similar game, "Machinarium" is a good choice.
