I think, Beethoven chose this to be performed first before his fifth symphony because of its tranquility.

@TheLfwjo What do you mean "chose to be performed"? Are you referring to a contemporaneous performance, or merely the order of composition?

The famous rule for Beethoven's symphonies is that the even-numbered ones are generally more light and buoyant, the odd-numbered ones more grand and serious (though movements 1, 3, and 4 of the seventh seem to me a pretty glaring exception) .
