I had both...I built a totally homebrew Starcase decoder which worked great for several years until the end of Starcase in February of 1983 - and after they went out, I had the "modified" Zenith decoder for Preview (actually modified a bunch of them). All service tiers would work...even the NiteView and PPVs came in. My Starcase decoder was better than the STV company because mine actually utilized the TV's speaker as theirs came from the box itself.
In 1984, Preview began broadcasting programming from ON TV. I have video clips that bring up the ON TV logo with the announcement: "Preview Presents ON TV"
I had this subscription back when I lived in Boston,MA. The others had Star Case which totally sucked.
