I wunder who teached this form. I miss a lot of details. I learned this form from Tang Wei (76 and still teaching) who on his turn had Jiang Yu Kun as a teacher.
I agree with your observation. They should NOT keep bobbing up and down when doing the cloud hands or repulse the monkey. The shifting of the body weight completely should be maintained at all times. BUT this is a good stretching exercise for these folks. They seemed to enjoy the exercise. Good work.

Even these guys are enthusiasm.
But from my TaiChi knowledge, what they perform are against the peiciples of TaiChi.
First, you never do TaiChi fluctuantly (up-down), you should keep nearly same level
