Also if you only get to level 50 then you will only have 49 perks to pick as well.

In order to raise your skill in any area you have to use that skill. As an example if you only wear heavy armor you will not gain any experience in light armor skill. All your experience will be in heavy armor until it hits level 100 then no more progression is possible from wearing heavy armor. Lots of people sort of reach a plateau when their primary skill set reaches 100.

Usually happens around level 50. Of course you do not have to be level 81 to finish all of the quests in the game either.

When you start a game if you want to max out this game at level 81 then you will need to max out every skill in the game to level 100. That means you will have to become a jack of all trades. You have to max out armor and weapon skills as well as theif skills and all mage skills and alchemy and enchantment. But as there are over 250 perks you can only get 80 of them. So how you pick your perks will define your toon. The main quest line will only get you to around 30th level.
