@wishinglies This song was only available for a short time on Sufjan's only single which contained the song "The Dress Looks Nice on You" But also came with Borderlines. It was only on Vinyl and on CD for promo only. Very sad to see he never put it on any other album, I'd love to buy it.

The only legit release this had that I know of was as a 'b' side to a ltd edition 7" single (The Dress Looks Nice on You). I guess it's an outtake from Seven Swans. Don't think this is the Madonna song, but he references the chorus from that song.
