Bush is not CIA agent. I am not sure if you are old enough to remember. During Clinton era, the US gov. was scared to death of Hussein and wanted to get rid of him. Take several billion or so dollars. Take the top educators, the best understood teaching methods, and put classroom education to online video lessons, excercises and testing practice, up through all college courses. Certify at testing centers.

How will we determine who are bad teachers? Based on the student's assesment improvments? There is a problem with this, I hope this is only one part of whole to measure teachers, the other ways should be, parent and student evaluations, a teacher can't control how far a parent will take the education a teacher gives a student. congress writes legislation not the exec branch. you can count on one hand the number in congress willing to do without earmarks. They have already begun to adhere to new standards where all earmarks are visible in the light of day. amp1616 - there are no earmarks on the ARRA stimulus bill that was passed by the Senate on February 13th.

There are 8,000+ earmarks on the budget bill that's been given to the Congress to pass next.  They're being explained away by Obama as "last years business' to the ire of both Dems and GOP alike. Hope that helps a bit.
