This whole idea of bombing Japan from China is just not logistically sustainable and militarily unsound. We tried this in 1944 with B-29's and it didn't work. In the late 30's the Army Air Corps still believed the B-17 could fly unescorted bombing missions. It didn't work out to well. Japan controlled the entire Chinese coast so it would not have been possible to keep up a prolonged bombing campaign.This was just a half-baked not very well thought out plan that wouldn't work in reality.
