First time seeing one of these guys, the T.A.R.G.A.T does look like a cool looking trooper, nice detail and colors as well, great review mate.

A great figure indeed. I ended up with 3 of them as a kid myself, because I bought replacements after one suffered a broken back pack peg on the jet pack and the 2nd ended up with a broken off thumb (ouchie!). I did manage to keep the 3rd one in piece, until I finally sold off most of my collection just after graduating high school (I foolishly thought I was tired of the space my 100+ figures took up trying to store them), but I had still kept the other 2 for "troop builders" as you mentioned.
