I used an ambulance with the vehicle of death cheat and the wanted level never changes cheat. Then got out of the ambulance and started shooting. Then got back in and ran them all over. Don't forget a vehicle is a deadly weapon too and it's more fun.

grove street (dont worry you wont fail mission) then head over to the balla's territory on map then get out tank shoot some balla's then when you start the gang war get in tank and shoot em all with the tank's rocket's then take over another hood then head back to grove street and done that's how i did it it's easier that way plus you wont lose health when theres like 10-30 balla's heading towards you shooting at you the tank is bullet proof so no damage just sit back and blast em and done :)

here's a easy way to complete this mission first

go to las ventura's abandoned airport (the flying school place) then get your jetpack you got from black project then head over to area 69 carefully steal the tank then make it back to the safe house put tank in garage and save quickly before your shot down by f.b.i. then after drive the tank back to los santos grove street put in garage and save there then start the mission then when mission starts get in the tank and leave sweet at (cont)
