@Oliverleonard9 Its an energy taser not an electrical one. I'm pretty sure what ever type of material that was neutralizing their powers in that carrier was also placed into the staffs a well. I mean think about how many metahumans Static as zapped before and was able to get right back up. Unless their overall powers are canceled out a simple taser gun won't work on them.
