Rig up the minnow in the same way on either a jig or walleye rig. Let it sit on the bottom or underneath a bobber in the wind. It's also good for jigging from shore as your minnow will hold onto your hook much better as it's hooked behind the head. Just jig it along the bottom and wait for the hit. If you miss it the first time. Just wiggle it a bit and wait for another bite. Often walleye hit once in an effort to stun their prey, then quickly turn and hit it again to eat it. Good Luck!

couldn't really see the minnow in the video. you bring the hook out the gill and then leave it outside the minnow adjacent to its body?

Not quite, the hook comes out gets turned upright and back in ending up just behind the head with the tip poking out.
