What a weird game. You got more bar from being blocked than from actually hitting your moves, making characters like strong pressure moves (Aska comes to mind) and characters with multi-hit combos (Mikey) extremely powerful. I loved this game as a kid.

I remember the shark, Armaggon. He was in a few comics back in the early 90s (issues 42-44) called "The Future Shark Trilogy" that took place in an alternate reality. He teams up with a time displaced Shredder and a cat mutant named Verminator X and breaks into Don's company where they steal his time slip generator and kidnap Mike and Leo. Don builds another one and he and Raph go back in time to enlist the help of the turtles of the past. There's also a good suprise ending. I have no life!
