Is the tee a rule or optional, because I'd like to switch from using a 2 inch tee to off the ground this summer, so my junior year I'm kicking off the ground decent, and then be consistent with it by my senior year.

If you plan on kicking at a college and moving to the next level I would switch from a 2 inch to a 1 inch block my senior year. This would make the transition to the ground easier. Colleges don't look for if you can kick off the ground, they just look at your kicking.

Jake Van Ginkel, a freshman from California, kicked a 58 yard FG.......and a 57 yard FG in the same game last season.
58 yards was the longest in California last year.
He missed a 63 yarder wide left in the last game that would have cleared by 7-10 yards.
