Some of those photos are from Simcity 4. Some of them are from Simcity 2,000. Is this a commercial for a Simcity game that you can play on your cell-phone?

It is German, I speak it as a third language. It's describing what SC on your phone is like. "Mega disasters" "Be a city planner" "Now on your phone" are the main things in the text.
