Putting aside the issue of meat eating and morality, popular and cute animals often inspire the most rage. Example, seals were never endangered, killed quickly and their meat WAS used, not just their fur (even though they taste like slimey swimming pool) yet the hunt is restricted due to campaining. If the whale were to recover, would the Japanese still seem like such monsters? Most likely, and that's a shame - hunting sustainably is a seperate issue from hunting at all.

Also I'll put the link to Wikipedia page about whaling. Actually, I've learnt something now. America is a whaling country hunting 50 Bowhead Whales a year from a population of about 8,000.

Practically, it's not illegal. IWC regulation allowed Japan to carry out the scientific whaling in the Antarctic ocean. Japan is doing that to have more information about whales to restart commercial whaling. Also, IWC states that after the research, you're not allowed to waste the meat.
