Well not entirely.

Government does not engage in acts of coercion, the government performs acts of regulation, public service, protection, giving wonderful benefits to people like parking tickets, & speeding tickets, & lawn too long tickets.

You are really looking at this all wrong. The government loves you so much and want to take care of you so much they allow you to help pay for it through taxes & fees & levies.

Private-Public is an oxymoron it can't exist. Either the contract is in the public for all to see or it is private and not able to be viewed by the public. You can't make a trust for instance that is statutory [in the public] and can't be viewed by the public. The attorneys [treasonous oath sworn to a foreign power -BAR in England] are always dreaming up ways to hood wink the slave population, this is just another attempt at legitimizing slavery.

Actually such a contract & trust exists, but you can not see it b/c it is a state secret privilege or it is a trade secret and can not be disclosed due to the irreparable harm it would cause if used by competition.

It is lovely that they create they bi-polar associations & then use the rules that gives their baby the upper hand in any cause.

It is public & has power to levy taxes & fees, but it is private when it needs referendums to approve the taxes & fees.

It is just swell.

"Private-public partnerships" are also for government to take control of private resources as in nationalization of industry and finance. The benefits and leverage work both ways.

The fact of the matter is that the "government" is already a private corporation legally. However, they need to keep a mask up, for if it was revealed that they are the private corporation that they are, the people would never follow, listen, or obey them again, at best. At worst there would be mighty violence on behalf of those long imprisoned and executed by a corporation no different than IBM or WAL-MART, except they are posing as government.
