Steve chose to release the phone first, test the water, then release the iPad. The first iPhone came out in '07, the same year as this interview, meaning the iPad existed for years prior.

Those previous tablets, along with some smart phones I've seen, were just regular computers, with the same OS, and a stylus. You always have two options when creating a product: "good design" and "bad design".
