@BaconLicker From the Highway Code: You MUST NOT use the hard shoulder for overtaking. In areas where an Active Traffic Management (ATM) Scheme is in force, the hard shoulder may be used as a running lane. You will know when you can use this because a speed limit sign will be shown above all open lanes, including the hard shoulder. A red cross or blank sign above the hard shoulder means that you MUST NOT drive on the hard shoulder except in an emergency or breakdown.

As the video says, over the years things do change - which is why it's important that all drivers - not just learners - keep up to date with the Highway Code.
Hard shoulder running is a wonderful crackpot scheme from the government, because it's a lot cheaper than sorting the problem properly by adding more lanes.
Someone forget to tell them less than 1 in 5 pounds in tax collected from motorists goes back in to transport, one of the lowest rates in the EU. Yes, I do have an axe to grind, and with good reason.
Variable speed limits work, but will probably be obsolete soon as the government may the motorway speed limit, plus the NSL.
@BaconLicker you will find that in certain parts of the country the hard shoulder is opened up to relieve traffic congestion, its ignorance like yours that actually lowers the standards of driving, how good is your driving i would be willing to take you out for an assessment!!!
..Didn't David Mitchell recently tweet that he doesn't even have a Driving License?

Why at 22 seconds is Mr Mitchell driving on the hard shoulder? The hard shoulder should only be used in the case of absolute emergency.
No wonder the standard of driving is so low in this country!
