The UN always places the civ that builds it vs his opponent with the highest pop. If I built it, one of the people that voted for me would have voted for themselves. Because someone they didn't care about built it and I was #1 in pop, they were not eligible and could (and did) vote for me.
If you think it's bad here, just wait to see how I get votes in the sully LP :p. I'm not sure you'd want me in any political office. Or maybe you would, depending on how sadistic you are.

So, what is the advantage having the AI build the UN? Why not just do it yourself and pamper him to ensure the diplo bonus?
