Because: The bridge was high enough to make the drivers think they can pass, but actually it is too low for them, so the trucks can not win, but its not their "fail" either, and the bridge fails to be badly designed, but very well built, (it can stand a truck collision...) so it is a win in that case.

A fail, but a win, and making fail, must be called an anti-win. What do you think?

i used to work for a welding/iron working shop right next to a bridge like that and that same thing happened to alot of trucks in front of our shop. it was pretty ironic (or not idk =P ) that we were right there. got us alot of business that's for sure. the main problem is the sign on top of the bridge wasn't updated since they paved it a half dozen times and since then the road has risen by at least a foot.

I live in a town that has a small steel bridge that crosses into the next state (and town), and semi truck drivers are ALWAYS going over it, and causing headache for the car traffic. It's like...
