Lowering means that there's less Suika within said volume (which means there's more Suika than there is volume - so she gets bigger), increasing means there's more Suika within said volume (which means you get several chibified drunken loli onis running around). It makes a good amount of sense, but maybe it's a kind of ZUN logic which isn't that obvious to see.
