You do realize that at a working structure fire or car accident with victims present,the fire department and EMS are in charge of the scene,not the police,meaning if they want the road shut down,it gets shut down.
The wind is not the only factor that can expand a fire. The radiation that is generated by the main fire can light up sorrounding things (light the gas pumps) even though the wind goes the other way. This is basic fire chemestry that, if you are a fire fighter, you would know since the first day of training. If you don't know about what you're talking about you better stay with your mouth shut.
