One more thing - the weights seems to start falling when the car is right below them, but the car is moving.

That crane shud be at least 30 m (98 ft) high wich means it takes at least 2,5 secs for the weights fall to the ground. If the car is going 40 km/h (25 mph) the weights will hit the ground about 28 m (92 ft) behind the car

This fake or not those things do happen. Some old guy got nailed by a crane falling over as he drove by near where I live. Cranes need be assembled time and time again on site where they are to be used and sometimes the deadline looming can cause corners to be cut.
