@negathief She is mainly crazy, but has moments where Joker takes it too far like stealing an atom bomb to destroy Gotham. They do have a complex relationship, once Joker really hurts Harley :she heals she starts to listen to the dr.s and goes back to being Harleen, but people assume she kidnaps a billionaires daughter, gives Harley one of her best lines "Thats not your father, that's your father in A TANK" In the end she tells Batman to "take her home" meaning Arkhum.

The song fits Harley more, because Mr. J dosn't necesarily 'get away' with murder..he just does it. Everyone calls him crazy.

Harley, however...no one ever says she's evil, just that she's the Joker's pawn. No one bothers to look deeper.

Literally, HQ gets away with murder just having a smile and a bounce in my step.
