I think you not can do a ifr in a c 208b , u have to have flightplan. on vatsim u have to have to have a flightplan with waypoints. i hope thats help u
Here in Germany (mostly on bigger Airports) you're often advised to "continue approach" (usually happens with the small planes, sometimes also with big jets in case there's too much traffic). Then you get the clearance on late final. Maybe that was why I overheard that... ^^
