Why would it only go 30 mph if it has a motorcycle engine?

@traderjoes It was designed to only go 30 mph (w/ stock motor)...but since the engine was changed it will go much faster, at least that's what I think they meant. Feel a little sorry for the brake system, it's not going to hold up long.
